ALLIANCE FOR EUROPE: THE CHAIRMAN of the Irish Alliance for Europe said yesterday it would be an "insult to the citizens of this Republic" if the Lisbon Treaty were to be put to a second referendum unless there was an identifiable change that could be negotiated with our European partners.
