UNITED NATIONS, Jan. 8 -- The United States reached agreement in principle with Western European nations and key Arab states Thursday on a U.N. Security Council resolution that calls for a cease-fire between Israeli forces and Palestinian militants in the Gaza Strip and condemns all violence against civilians, a senior European diplomat said.
