Reviewing the ongoing election process in Jammu and Kashmir, Chief Election Commissioner N. Gopalaswami on Thursday said that the model code of conduct will be implemented in letter and spirit.   While replying to a query about the poll boycott call given by the separatists, Swami said, “We are not bothered about the poll boycott call and it is not new, it happens everywhere.”   Acting swiftly on the complaints by the different political partiers against some officers, Swami issued suspension orders of Sub Divisional Magistrate (SDM) of Mahore in Reasi District and transferred the SDM of Zanskar for violating model code of conduct.   The Chief Election Commissioner said that nobody would be forced to cast their vote in any manner by the security forces manning the election process in all the seven phases of elections in the state.   “We have made enough security arrangements for the smooth and fair polls in the state. Voters will be provided all kind of security while casting their votes,” added Swami.   The seven-phase polling will begin from November 17 and end on December 24 to replace the central rule imposed after a Congress party-led coalition government fell in July over Amarnath shrine land transfer row.   Separatists have said they will boycott any state election. The Ganga Seva Samiti organised a unique Deep Dan festival on November 12 in Rishikesh of Uttrakhand.   It was organised on the eve of Baikuntha Chaturdashi, a sacred day before Kartika Purnima.   The pilgrimage city witnessed such a festival for the first time.   The venue was the Triveni Ghat, the popular Ghat of the town. Hordes of people participated in the event and offered homemade flour-lamps to the sacred river.   Devotees praised the efforts of the organisation.   Kavita Saha, a local resident feels that these events will create a mass awareness about the Ganges.   “The Ganga Seva Samiti has done the marvelous job by organizing this festival on the eve of Baikuntha Chaturdashi. This huge gathering itself explains the importance of this holy river. These programmes will also create awareness regarding the cleaning of the river,” she said.   People were excited about this exclusive event.   Shashi Aggarwal, a devotee from Dehradun was excited on being the part of this unique festival.   “I have also offered the lamp in the river. Everything here is exciting, the event, the rangoli is marvelous, and I really enjoyed the event,” said Aggarwal.   Kartik Poornima is celebrated on the full moon day of the Shukla Paksha of the month, Kartik.   Ganga, the 1557 miles long river, occupies religious significance among the Hindus in India. Hindus worship it as a Devi goddess and its description is mentioned in the Rig-Veda, the sacred scripture of Hinduism.   Recently the Government of India declared the Ganges as a National River. After initial euphoria fruit growers in Jammu and Kashmir are disillusioned with the recently initiated trade across the Line of Control (LOC) with Pakistan administered Kashmir.   The disenchanted traders cite lack of proper communication and payment as the reasons behind their decision to suspended sending their fruits across the LoC.   “The goods we used to send to Muzzafrabad have been stopped, it is now sent to Delhi. There is no proper information for the process,” said Nisar Ahmed, a fruit grower.   Trade between the two divided parts of Kashmir had started on October 21, after almost 60 years and since then consignments of vegetables, fruits and dry fruits have been traded across the border.   The fruit growers had sent consignment worth 3.5 million rupees to Muzaffarabad, capital of Pakistan administered Kashmir (PaK) but are still awaiting payment for their traded consignments of fruit.   The traders have decided not to send any further consignments across the border till the government allows a delegation of fruit traders to visit Muzaffarabad and work out the modalities of payment with their counterparts there. The fruit grower association said the trade is not conducive for them.   “There is no cash return in this. It is to be sold on credit. The trader who is going from here would not be selling a carton or two, he will try to sell the goods of full lorry, but whom will he give it to. There should be a bank there,” said Jaan Mohd Kachroo, President, Fruit Growers Association.   The traders also want opening of communication links between the two regions in order to enable better communication between the traders on both sides of the LoC.   Twenty-one items have been cleared for trade in the initial phase, but the traders want more items to be added to the list in order to make the trade more profitable.   India and Pakistan allowed limited trade across the LOC in October with the aim of creating "soft borders" allowing the movement of goods through Uri- Muzafarabad route in Kashmir and Poonch-Rawalakot route in Jammu.   The opening of trade between divided parts of Jammu and Kashmir is the latest in a series of tentative peace moves.   A bus service connecting Srinagar and Muzaffarabad, and another service between Poonch in Jammu and Kashmir and Rawlakot in Pakistan administered Kashmir is already in operation to facilitate people to people contact on two sides of the LoC.
